428 crank

i was wondering if i can just take a pontiac 428 crankshaft an put it in a 400 without different rods or bearings?

No- your 428 crank has 3.25" main journals, and a 400 has 3.00" journals. You can now buy cast 455 Eagle stroker cranks w/ 3.00" main journals from Summit racing for $275.
