headlamp issues
 

i have a 1999 grand am se. the head lamp are both dim. i changed the lightbulbs on both sides and nothin changed i checked the fuses and one was blown. i replaced both fuses for them and now only one works the way it is supposed to. the other one only works with the high beams on. thought it was a ground issue so i grounded the lights directly to the radiator support this blew the fuse but both lights work when its connected but they wont turn off no matter what unless i disconnect the wire. anyone have any suggestion to what might be wrong?
