computer problem

The car has electrical issues for sure. Its a 93 bonneville sse 3.8. It will turn over and run but only on starting fluid. the fuel pump obviously isnt working. now i cant figure out if it needs a new pump or a computer or maybe has a shorted wire. this is whats happening. the cars gauges only sometimes wont work. the top 3 fuses under the passenger glove box dont have power to them though the fuel pump fuse does. 1 of those fuses is for the power locks which wont work and one is for the horn which wont work. Also the car will NOT come out of park as long as there is a battery hooked up. So i was wondering, is the computer or a wire keeping the fuel pump from running and the car from going into any gear? would the keys computer chip affect any of this or is the fuel pump bad? and why is that part of the fuse block without power all while the key is turned to acc?

the car has been sitting for quite a while. the fuel is very old and smells varnished. i put in a new fuel filter already. definitely not going to run the engine with that in it
