Default 2007 Grand Prix

I have a 2007 Grand Prix that just quit going down the road. I pulled into a driveway and it wouldn't even turn over. I have 12.45 volts. The car acts like pretty normal operating conditions except, there's no service engine light on. When you go to start the car, everything goes dark as usual, but it doesn't turn over. I got it to my shop and found one of the PCM fuses wasn't getting any power when the key was on (15). The only thing I could think of was the ignition, so I changed it, no change. I can jump power to 15 and it will crank over when you turn the key but won't start. The only thing I can come up with is the fuse panel, but I don't want to spend the money on one if it doesn't fix it. It does have 215,000 miles on it, and we've had it since it had 30,000 on it. Does anyone have any thoughts on what to check next before I spend the money on a new fuse box? Yes I did check the fuses. Yes I checked to make sure there was oil and antifreeze in it. Yes it does turn over. Any thoughts would be greatly appreciated. TIA
By the way, it is the base model with a 3800.
