Default Missing spacer?

I just noticed my rear axle was loose, so I tightened it up and noticed thlooked off centered. I took the wheel off when I got home and noticed I was missing this number 18 on this parts fiche. The number of theis T2012085. Am I correct in thinking this stepped spacer connects the wheel in the axle and the in the sprocket carrier?
