I need help on identifying a Rochester Carburetor

Default I need help on identifying a Rochester Carburetor
I have a Rochester carburetor that the number on the metal tag 7024074 identifies it as a 1964 "421" center carburetor. The shaft protrudes through the base 1.25". Is this used as part of the linkage? I am attaching a picture of the base.
