Default Montana windshield wiper stuck up

1999 Montana. When we turn off the windshield wipers they end up straight up and down on the windshield.
When turned off, they hesitate on the bottom and then before they would normally go below the hood to the off position they now go up and stop.

There's a funny looking mechanism on the wiper motor that lets the wipers park. I think it's called a parking cam. You should have a look at that thing. There was a recall on them in the late '90s. You might check on that, too.

i had a simular problem with my wipers and found out that the parking plate which i call it went out of sequance due to the bolt holding down the plate came loose disconnect the main arm on the motor and run the wipers so it could go back to its origanal position and manualy bring the wipers down to the bottom of the window reconect the arm and it should be ok

p.s i had to do this a couple of times before i got it right
