Lightbulb 64 Catalina Convertible Question

I have recently disconnected my actuators and motor for my convertible top. I took it all out because the top would not lower using the switch. All I could hear was a little clunk when I tried to move the top down. Is there any way I can tell if the actuators are bad, and if I order a new pump does it come preserviced or do I need to bleed the system? Any help or advice would be greatly appreciated. I am new to the forum and the restoration process, thanks in advance to any responses.
